Loesch (along with the two men in the pic) is typical of the near-whites with black hair and black eyes whom we see everywhere now as the war on nordics begins to bear fruit.  A lot of them are part-hispanic, or part-Korean, Filipino, etc., usually due to a lonely white GI at some US base in Asia hooking up years ago with some local female.
