The limitations of the PIT maneuver in police pursuits

At the top of the list of concerns for law enforcement administrators is their agency’s motor vehicle pursuit policy. Vehicle pursuits and use of the PIT maneuver hold the highest potential for officer injuries, negative public relations, damaged property and threats of legal action. Options for minimizing the risk of pursuits may lie in full knowledge of the limitations of the PIT maneuver.

Pursuit Immobilization Technique

PIT stands for pursuit immobilization technique, a manner of disabling a vehicle that originated with the California Highway Patrol in the 1970s. The PIT was later perfected by an advanced driving and police pursuit academy based in West Virginia. Thereafter, police agencies across the United States have adopted and viewed the PIT as a relatively safe technique for ending a pursuit.

The PIT technique requires approaching the fleeing vehicle diagonally from behind. The pursuing officer must match the speed of the fleeing vehicle as closely as possible. With a slight impact, the officer maneuvers the vehicle to gently push the suspect’s rear bumper, with the intent of sending it into a spin. The officer’s vehicle continues forward as the suspect’s vehicle is disabled.

The abrupt change in thrust direction of the fleeing suspect’s vehicle will typically stall the powertrain, which essentially ends pursuit. The often stunned suspect can then be taken into custody.

Although viewed as effective and safe by many, the PIT maneuver has a substantial number of critics. Here are a few common concerns and suggestions for improvement.

Poor Training

Critics claim that the PIT maneuver constitutes a use of lethal force. Some view use of the PIT maneuver by a poorly trained officer under risky conditions as an action that could cause serious injury or even death to the fleeing subject or bystanders.

Proponents of the technique strongly believe in its effectiveness and efficiency, but successfully and safely executing the PIT maneuver requires excellent administration of the technique. This level of precision execution requires superior training by seasoned officers, which unfortunately isn’t habitual due to staffing shortages and a lack of time and funding.

Speed Restrictions

Many agencies across the United States have adopted policy limitations restricting use of the PIT maneuver over 40 mph. Some agencies even lower the threshold for execution to 30 mph.

While agencies have used the PIT maneuver with success, it is best used at slow speeds on flat, dry surfaces and on vehicles that have a low center of gravity. As speeds, pursuit environments and vehicles will vary, the likelihood of a successful execution of this technique also varies greatly according to research done by Geoffrey P. Alpert at the University of South Carolina.

Electronic Stability Control

Since approximately 2012, vehicles are now required to come equipped with electronic stability control. Researchers observed in 2008 that the PIT maneuver may be less effective on vehicles equipped with ESC. Further data illustrated additional necessary steering input, modified acceleration and braking to successfully execute the PIT on a target vehicle equipped with ESC.

The Portland Police Bureau shared additional research in 2015 that illustrated how secondary impacts were more common in target vehicles equipped with ESC than without. Additionally, the severity of secondary impacts increased at speeds higher than 45 mph.

Injury and Death

The officer and citizen injuries and deaths resulting from high-speed police pursuits are shockingly high. Innocent third-party observers who just happened to be in the way add up to 42 percent of persons killed or injured during pursuits. USA Today reports that more than 5,000 bystander and passenger deaths have occurred as a result of police pursuits since 1979, and other research shows that roughly 40 percent of police pursuits result in crashes.

My big, super-fast, heavy Crown Vic is off the road for lack of insurance money.

I wrote not long ago about an incident I recall from Sarver, Pennsylvania, where a woman driving a minivan did everything right — but her head was crushed when her van hit black ice on a highway overpass, collided with a rock wall facing on the side of the road (it was a notch cut through a mountain), then flipped over — and the roof crumpled.

If there is no roll bar in your vehicle, even if your air bags deploy and the seat/shoulder belts work fine, as with that woman, you will still die from head injuries.

So not driving all the time to Houghton, thanks to your Amazon cards, is literally a life-saver. This also means less driving when I have very vital work to do. There is otherwise nothing holding me back now.

As for my mother and father, my mother was partly good and partly downright evil, and my father, IMO, was partly very noble, and he was without any doubt very admired and respected by all, but also he was himself, IMO, an MK-ULTRA.

Whatever happened, I have forgiven both, and have felt their presences in a positive way.

As I have written, and this really weirded me out, a human being with magnificent silver hair and finely combed beard, taking two Afghan dogs for a walk in a park in Alexandria, came up to me –this was in 2006 or so — and told me (I was stunned by the whole thing) that my deceased mother deeply regretted what she had done, and that she loved me.

I have had so many such experiences that I just accepted it.

Plus, being pragmatic about all this, it would be used against me by the jewsmedia if I tore into them, since they are not here to defend themselves against very grave accusations of harming their own kids.

There is also a whole-jew-run foundation against “False Memory Syndrome,” a completely fake diagnosis not approved by the American Medical Association. It was cooked up by a jew attorney in Philadelphia to protect parents accused of sexual misdeeds. Basically, it says kids can imagine being sexually abused when nothing ever happened.

Why any kid long before puberty and thus before any surge of sexual hormones would or could imagine sex with anyone, let alone with their own parents, is beyond me. Only a sick and lying jew could cook this up — blame the child!

In the end, seeing things from a higher perspective, all our parents are just portals for us to incarnate. They did not make you or me; they did not create your or my soul. I am an eternal being, as are you (and the onetime Constance Colwell and James Nugent), and they were just the portal for me this time around.

My parents do not continue to rule my heart, thoughts, words and deeds today.

And this viewpoint also is how I found peace regarding the 12-year-long non-contact with my elder daughter Ingrid, which is by her volition.

She came into this world via my sperm and her mother’s egg. She has gone on to reject all my beliefs, my values such as love of family, and my very deep love specifically for her.

But, as Eckhart Tolle says, when a person is forty, as she is now, they are no longer a kid. My parental duties toward her are, in fact, over, and she does not want even my friendship.

Ultimately she is just another person out there who looks quite a bit like me due to DNA. Her major life decisions, like ours, dear [], will have great consequences for her, either very bad or very good. If WWIII happens, her Washington DC and her $600K house will be obliterated to green glass.

But then we all get a life review, a holographic video to watch, after we die, so we can go over our decisions and grow from seeing their effects on others.

I did it in 1945, and so I came back this time as an American, and as, I hope, far more than a politician who imagines psychology, good soldiers, and neat uniforms can stop the jews who now are at the very pinnacle of their awesome power.
