I highly recommend below especially the video with the three American men discussing the meaning of the Putin nuclear-warning speech.
What they are saying is this, that Putin is signaling that moving military bases and missiles up to the Russian border is already an act of war.

They seem to be saying Putin may do a pre-emptive strike on the US.

The one, the host, opines that his goal might be to decapitate the snake, meaning the US Deep State. Maybe a surprise attack on Wash DC, NY, LA, Chicago, etc., while accepting massive Russian casualties.

Here’s a less bellicose part of his warning speech:
