EXCLUSIVE MEMORANDUM: Democrats, Top Financial Industry Lobbyists Consider Barack Obama as Vice President to Save Faltering Biden Candidacy

Democrats and top-tier financial industry lobbyists and donors are running market surveys in key states to test a little-considered scenario that could return former President Barack Obama to the Democratic ticket as Vice President as Joe Biden aims to win a second term in November.
The memorandum, which can be read exclusively here at National File, clearly details that:
- top-tier lobbyists are not satisfied with Biden;
- their decisions are almost entirely driven by market surveys and political polls;
- they are in control of an extraordinary amount of power when it comes to making national level political moves; and that
- chasing donor money and pleasing top donors are two of the top concerns politically, in parallel to industry considerations.
The Memo, which circulated during late May, a month prior to Biden’s disastrous debate performance, concluded the following:
Joe Biden is deeply unpopular, according to many polls. Trump is holding steady, and Biden is collapsing. It would take a stabilizing figure like Barack Obama to provide a rebound for Joe Biden.
The Democrat play to change the face of the presidential ticket is a clear play to bring donors back to Team Biden who have cut bait and turned toward the Trump camp amid the increasing sense of inevitability surrounding the Trump candidacy.
Trump’s two recent wins at the Supreme Court further bolster that sense of inevitability.
Also driving that sense of inevitability is a spate of polls, which even CNN has been forced to report, showing Trump leading Biden.
Even before Biden’s disastrous debate performance, Democrat lobbyists and insiders had settled on the former president Obama after a spate of surveys returned less than favorable results for leading candidates to replace the scandal-plagued Biden. And in the wake of Biden’s disastrous debate performance, NBC reports that replacing Joe may not be so easy.
Polling in the field doesn’t favor Michelle Obama to replace Kamala Harris, and neither do surveys favor Gavin Newsome.
A March Rasmussen Reports survey of 912 likely voters found that former President Trump would defeat Newsome by 17 points (51 percent to 34) if California’s communist pretty boy were the 2024 Democratic nominee.
A recent POLITICO/ Morning Consult survey showed that only a third of voters believe Harris would win an election were she to become the Democratic nominee.
Michelle Obama doesn’t fare much better.
A market survey conducted by DailyMail.com/J.L. Partners revealed that the more muscular Obama would lose to Donald Trump by three points in a hypothetical match-up.
Making the shift to Barack Obama would require a massive rearranging of deck chairs, and cutting Kamala a deal that would not smack of demotion, our lobbying sources tell us.
The top option floated to move Kamala Harris aside so far seems to be sending her back to California as Governor, according to conversations being had among top lobbying groups.
Similarly, polls show that running Newsome against Trump would not bode well for Governor Gavin’s political future, so an appointment to Vice President under a President Barack Obama is the likeliest scenario.

Obama has even jokingly referred to Joe as his Vice President just a few short years ago. But the rumors about who really runs the White House are running rampant on both sides of the aisle.
OBAMA ON THE TRAIL IS A LOBBYISTS DREAM
Further fueling speculation that Barack is going to step back in to save the flagging Biden administration is the clear fact that he is back on the trail openly as the campaign season heats up.
Barack is even operating as a surrogate Secretary of State, taking pseudo-state trips to Downing Street to visit U.K. Prime Minister Rishi Sunak.
Barack, for his part, is working hard to demonstrate solidarity with Joe.
With a cast of characters leading the party like Biden, Kamala, Newsome, Pelosi, and Hakeem, it is little wonder that lobbyists are eager to see Obama return to the national political stage.

THE LEGAL THEORY FOR A BARACK OBAMA VICE PRESIDENCY
Inserting Barack Obama back into the White House will hinge on legislative interpretation of the twenty second and twelfth amendments to the U.S. Constitution.
The Twenty Second Amendment, enacted after Franklin Roosevelt ran his multi-term, Soviet Friendly Military dictatorship on U.S. soil, handing half of Europe to communists, could potentially allow Barack Obama to serve two more years in the White House, according to the theory.
For example, a Vice President, being elevated to the office of President, does so with less than two years remaining in the term. In such a scenario, he may in theory serve for another year and eleven months and 30 days, bringing his total to just shy of ten years total served as president, the theory says.
The 22nd Amendment reads as follows:
No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of President more than once.
Constitutional scholars argue that it is abundantly clear that this theory is wildly unconstitutional, and that it entirely violates the spirit of the 22nd Amendment, the 12th Amendment, and Article 2 Section 1, Clause 5 of the U.S. Constitution.
They posit that the Twelfth Amendment bars Obama from serving another day in the White House — and that seems fairly clear.
The 12th Amendment reads, in part:
no person constitutionally ineligible to the office of President shall be eligible to that of Vice-President of the United States.
Proponents of the Obama Plan such as University of Georgia professor of constitutional law Dan Coenen will merely toss aside the 12th amendment in order to justify their claim that Barack Obama can be Vice President again.
Liberal legal scholars such as Coenen will further abuse the Constitution to allow Barack Hussein Obama to be allowed to serve another partial — or even full term.
Democrat apparatchiks in the legal community and judiciary will also point to Article 2 Section 1 of the U.S. Constitution, which lays out qualifications for a candidate to be vice president.
These pundits will point to the idea that Article 2 Section 1 does not specifically prohibit a former president from serving in the Executive Branch as Vice President.
Speculation has run rampant during the last three-plus years that Joe Biden could well be replaced as the Democrat nominee as his administration has seen key metrics of American success falter across the board.
That speculation has reached hyperdrive in the days following Biden’s disastrous debate performance.
The move to replace Kamala Harris with Barack Obama would be seen by many Democrats as an easy choice in Democrat circles, given Kamala’s low levels of approval across broad swaths of the electorate.
These legal theories are not just hypothetical. They are real.
